Sir,

I have the honour to enclose a request

received from the United States Consul General that Colonel

Mallory of the United States Army should be accepted as a Military Attaché to the Consulate General for the purpose

of assisting in observing the movements of the Philippino Junta at this port, as also a copy of my answer.

2. While my Government will take every

pains to prevent any breach of the Foreign Enlistment Act I do not think it advisable that this new office of a Foreign Assistant to the Police should be accepted without very grave consideration. I know of no precedent for it in a British Colony. And it is palpable that such a precedent might give rise to possible complications in the future. The Consuls in China have executive and administrative powers which are not possessed by them in British Colonies.
